Length: 21 km, Width: 7.30m with 11 bridges (15–35m) and 22 culverts. Funded by Government of Bangladesh (GOB). Services include feasibility study, traffic survey, geotechnical investigation, EIA, resettlement plan, land acquisition, economic analysis and detailed engineering design.
Padma Bridge Approach Roads & Facilities Supervision Project

The Padma Multipurpose Bridge Project (PMBP), approximately 40 km south west of Dhaka, comprises a new fixed crossing of the Padma River in Bangladesh, which will consist of a bridge approximately 6.15km long, major river training works and approximately 13.6 km of approach roads and bridge-end facilities, including toll plazas, service areas and offices. The main bridge structure would carry a 4-lane highway, and have provisions for future installation of a single track dual guage rail line as well as other facilities including gas, power transmission and tele-communication lines. The main bridge is a two level steel truss superstructure with road traffic on the upper level and rail on the lower level acting compositely with a reinforced concrete deck slab. A brief description of the Main Bridge and River Training works (RTW) components of the project along with some schematic drawings is provided in Attachment 1. A pre-feasibility study of the proposed project was undertaken in 1999 comprising surveys, studies, preliminary designs, cost estimating, economic and traffic evaluation. This was followed by a feasibility study in 2003-2005 which comprised further studies and recommended the crossing be built at a location between Mawa and Janjira. This feasibility study formed the basis for the Government of Bangladesh (GoB) to proceed with the design and construction of the bridge. The project is divided into two phases: (i) Phase I- Detailed Design and Contract Procurement; and (ii) Phase II — Construction. The Design Consultants submitted the Final Design Report on July 5, 2011, which has been approved by the competent authorities. The bridge designs has been vetted by a separate consulting firm hired as the “Checking Engineers”. The Final Design of all i,e 5 contracts has been completed and Bid Documents prepared accordingly. The Government of Bangladesh has decided to take over/take up the project from its own fund. Accordingly 3(three) of the 5(five) contracts i,e contract no-3 Janjira approach road and selected bridge end facilities, contract no- 4 Mawa approach road & selected bridge end facilities and contract no- 5 service area-2 has been awarded to the contractors and works are going on accordingly. The current estimated total cost of the project is about US$ 2972.06 million. This document sets out the Terms of Reference (ToR) for Phase II, the construction phase of the project. The BBA intends to hire an international consulting firm to undertake overall construction supervision of the contract no-1 & contract no-2 i,e Main Bridge and River Training Works (RTW) covering the roles of the “Project Manager” and the “Engineer’s representatives”. A separate construction supervision consultant (CSC) has already been engaged for contract no 3, 4 & 5 i,e Janjira approach road and selected bridge end facilities, Mawa approach road & selected bridge end facilities and service area-2. All these activities will be financed by the Government of Bangladesh (GoB). Detailed Description of Actual Services provided by your staff: Consultancy services for construction supervision/project management are required to ensure that the construction of Main Bridge and River Training Works is implemented in an economical and efficient manner consistent with internationally accepted standard and practices with high standards of workmanship, specified quality of materials within the stipulated construction period and in conformity with the approved drawings and specifications, safeguard standards achieving objectives of the project with value for money. The main tasks and activities of the Construction Supervision Consultants (CSC), covering the pre-construction, construction and post construction stages of the Main Bridge and River Training Works would include, but not limited to, the following: A. Design Review and others Requirements. The CSC shall be required to undertake a thorough review of the all design documents prepared by the Design Consultants, within 60 days of the start of the contract, covering items listed below. At the end of this process, it will be assumed that the CSC is fully satisfied with the adequacy of the designs. i. Review the tender stage designs of the works completed earlier for adequacy and standards and provide comments thereon, if any; ii. Obtain Client’s approval, as necessary, for any major changes required in the designs already completed for bidding stage before finalization of Construction Drawings; iii. Incorporate all changes in design/drawings as agreed with the Client; iv. Carry out review of data and site investigations already carried out for all elements of the works;
